Can anybody name this tune?

I have a short sample of a tune which I think dates back from around 1994. I recorded onto cassette tape from a pirate radio station, hence the bad quality. Can anybody name this record?

Thanks for your reply! I can't believe how hard it is to find this track. I've been everywhere and no one seems to know what it is.
