Sampled audio is just that. Its not the entire original version, therefore when you try to resample something that is already missing parts of the original, you just in essence sample noise. In electronics terms an analog signal which is curved like a "sound wave", is as true as it gets. when it gets turned in to digital it is "sampled" in to a square version of the beautiful curvy version.( think square peg round hole) This "square version doesn capture all of the curve's beauty)
Now think of something that has been recorded in 192kps. If you try to sample it again in 320 or wave, you will be unsuccessful because you must have something to fill in the gaps. Once it is recorded, the quality cannot be increased as of now. things may change, but I'd love to see how.
