Gov. Arnold Schwarzenegger today signed into law a bill that requires buyers of handgun ammunition to leave thumbprints and detailed personal information with registered ammo sellers, as well as put restrictions on online bullet sales.

“Assembly Bill 962 reasonably regulates access to ammunition and improves public safety without placing undue burdens on consumers,” Schwarzenegger said in a letter explaining his decision.

The new restrictions will take effect Feb. 1, 2011.

Authored by Assemblyman Kevin de Leon, D-Los Angeles, the bill bans direct shipping to Californians who buy bullets via mail order or over the Internet.

Instead, any ammo they buy would need to be picked up at a licensed handgun ammunition dealer, similar to the way guns are currently bought and sold.

The bill doesn’t require a waiting period to pick up ammunition as there is when purchasing firearms. All handgun ammunition must be kept behind store counters.

Ammunition that can be used in both pistols and rifles — like the popular .22 caliber round used by target shooters and small game hunters — fall under the new restrictions.

The bill also would require that those purchasing ammunition provide photo ID and a thumbprint.

The information would be kept on file and made available to law enforcement agencies.

im assuming that if you're a gun lover or an avid hunter and you're not doing anything wrong with your guns you wouldnt have any problem with any of these new restrictions, also, making you buy your bullets locally kind of helps out your local economy.

we all know bills like these will continue to be signed, yeah. the state's got a full slate of issues atm anyways, and seeing as though we had to free 55,000 or so prisoners just this year -- due to the cash crisis -- i discerned that it's a very wise measure taken by them. but im still going to exercise my right to bear arms for as long as that right still remains somewhat originally intact, and before it gets even more 'nerfed' by these gradual restrictions. man, it'll sure be nice when we've outgrown/outlived the need for fire-arms. ;)

nothing wrong with that really. i'm just steadfast with my rights, and a bit cautious regarding it's frequent modifications. i can imagine what the gun obsessives are thinkin right now tho!

i'm quite sure they did; they definetly had an abstact vision for something akin to the internet back then. please, our four fathers were quite initiate, and had a plan, purpose and template for our country to endure for ages, you really think their farsight only saw 100 years into the future, technologically?

I don't see what the big deal is with this. It's not taking away anyone's right to bear arms. And your right to bear arms already does not give you the right to wield your weapon with complete impunity anyways; the law rightly restricts what you can/can't do with your gun in many ways. Nothing new there.

when there is a crime involving a handgun the police will now waste more time looking for a bullet that will not be on the list instead of looking for the person who fired the firearm.:(because most people who commit crimes with firearms got them from some cartel funnel or street thug.

Weapons ballistics are pretty much standard and important components of many gun murder cases by now... So there is no "wasted time."

And the fact that they get the bullets and do ballistics doesn't preclude them from also hunting down the suspects. They do that already, too.

If the bullet is not on the list, then they're no worse off from a prosecutorial standpoint than they are today. If it is on the list, then that can help as part of the body of evidence that can lead to the right conviction.

Sounds good to me. More potential evidence is generally better than less.

As long as you don't go putting your bullets into peoples' heads, you should be fine. It doesn't infringe on your Second Amendment right; you have the right to have your gun, but you've never had the right to do anything and everything in the world you want with your gun and avoid responsibility for it. Nothing has changed there.
