My guess is that there are dozens of drones floating over a large area, with great cameras that are recording the movements and changes in landscape. for example, if a carbomb is detonated, they'll have video that will track back where the car originated from.

the technology is there. anything more...and I can't be so sure what technology is available. Microwaves would be my second guess.
