Depends upon what you mean by "accept." Anyone can file a lawsuit. Anyone. Grab a few sheets of notebook paper, write out your complaint, take it to the courthouse, pay your filing fee and it will be on file. That doesn't mean it has any merit, and it doesn't mean it won't be summarily tossed out of court at the earliest opportunity. Trust me on this, though, you don't want docketing clerks earning minimum wage making decisions about whether or not cases have legs at the filing phase...
