It's not that hard for them to gather that kind of information on the ground...the people on the ground know who lives where. To put that in a book is no biggie, just more organized.
and as for sadr, I'll answer that one if you could tell me why the hell hasnt anyone put a bullet in bin laden's head yet?

i can picture it now.... they are on the phone with a local tribal leader and tlaking about he effort to hunt osama and then a sneeze goes off in the backround noise and you hear SSSSSSHHHHHHHH quiet.. they still think you are in afghanistaN.

The reason they haven't killed Sadr to my understanding is that he's protected by the Prime Minister who's also Shia like Sar. Supposedly, Sadr is providing the PM political support.
The whole Iraqi war seems really to between different factions of Shia vs Shia or Shia vs Sunni. Our troops unfortunately are right in the middle of the conflict.

its too great of a task to ask the tribal leaders to 'give up' osama...these tribal lands are not part of govt territory and have thier own militia and arms...it would be very distructive for them to attck thier own and displace them...it has already happened or was happening a few months back...it to big a task for them and the reprecussions are too great to risk....i think its irrelevant anyway...atleast in this context
