It was probably just a random list of residents of the state, and this vet just happened to receive the letter. The answer is simple for a citizen, just show proof and you're back to voting.

What bigger picture is there? Republicans are trying to eliminate illegal aliens from voting, which illegals don't have the right to do. Not much more to it unless I missed something.
