MEXICO CITY (AP) — [URL="http://topics.nytimes.com/top/news/international/countriesandterritories/mexico/index.html?inline=nyt-geo"]Mexico[/URL] enacted a controversial law on Thursday decriminalizing possession of small amounts of [URL="http://topics.nytimes.com/top/reference/timestopics/subjects/m/marijuana/index.html?inline=nyt-classifier"]marijuana[/URL], cocaine, heroin and other drugs while encouraging government-financed treatment for drug dependency free of charge.

  The law sets out maximum “personal use” amounts for drugs, also including LSD and methamphetamine. People detained with those quantities will no longer face criminal prosecution; the law goes into effect on Friday. 

Anyone caught with drug amounts under the personal-use limit will be encouraged to seek treatment, and for those caught a third time treatment is mandatory — although no penalties for noncompliance are specified.

Mexican authorities said the change only recognized the longstanding practice here of not prosecuting people caught with small amounts of drugs.

The maximum amount of marijuana considered to be for “personal use” under the new law is 5 grams — the equivalent of about four marijuana cigarettes. Other limits are half a gram of cocaine, 50 milligrams of heroin, 40 milligrams for methamphetamine and 0.015 milligrams of LSD.

This is a big step, but a far cry from the tolerance seen in Amsterdam, you see in Mexico the catholic church still has a stronghold on the "moral" issues of the country and the government and most citizens complie to that...

In amsterdam posession of harddrugs is prohibited, regardless of the amount. Tolerance policy only goes as far as softdrugs such as weed & marihuana...

Which reminds me to get me some good Dutch stuff this week after completing my BA thesis. Fuck yeah!

I wouldn't think so, Mexico relies heavily on tourism but it is a different kind of tourist that spends enough to sustain all the beach resorts and hotels all over the country, drug tourism is far away from bringing that kind of money and the jail system its about to break, you are seeing more and more unrest in these populations going tall the way to big disruptions and people killed in there, I really think is an effort to ease the amount of work and detentions in order to go for the bigger fish.It also has big holes because the police is not trained to measure the amount of drugs you are really carrying, I mean 0.15 micrograms of lsd ? come on, I'm sure they are well versed in cocaine and pot but this is still very wide and open to mistakes and errors...
