What is "Reputation Received"?

I had clicked on the "User CP" link and I saw a section named "Latest Reputation Received." In it I saw 3 comments which seemed to be related to one of my posts. They were:

[LIST] []"[shosh]" with a color blue/grey dot; []"midget" with a red dot; [*]"For generally dragging down the flow of MS" with a red dot. [/LIST] What is their purpose and meaning? I would also like to categorically affirm that I am not a midget not interfering with any flows.
