That article is definitely no laughing matter...that's the work of a serious psychopath. I'm scared for her, because whoever it is that she knows that did this is not likely to limit his/her deranged actions to just a dog next time. I imagine that legalities will prevent it, but I'd love to see a crime like this treated as a felony...with some serious jail time and psychiatric evaluation involved.
