I agree w/ your opinion in the latter portion of this post, but just wanted to correct your first statement.
Outdoor Parties for example:
Coachella - California Love Parade - San Francisco Fuse-In (Formerly known as D.E.M.F.) - Detroit
And there's plenty of underground parties... you just have to dig a little harder. Besides many venues in American big cities are 18 and up too. You just have to wear a wristband to drink.
