Assuming she's just some random you're not likely to encounter again, I think you can do nothing. If you didn't ask for her phone number and she tracked you down but you're not into her, I wouldn't do anything at all -- don't return her calls, text messages, etc. She'll get the hint.
Seems a bit harsh, but the alternative is leading her on and/or having an awkward discussion that is really overkill for the situation. FFS, you haven't even been out on a date with this gal, you're not being an ass if you don't continue the discussion past one drunken evening. The proper way to end a "relationship" is always commensurate with the length of said relationship -- for example, you shouldn't end a long-term relationship via email -- but I don't think that kissing someone while drunk in a bar a few times entitles her to much of anything other than polite acknowledgment and friendly banter if you should run into her again.
If it is someone you're likely to see again, keep it light and airy, and do what you can to convey the message -- without coming right out and saying it -- that you had fun but viewed it pretty casually.
And BTW, even though it ended up working out for you in this instance, any friend who interferes with you when you're chatting up a gal should lose his "drinking with you" privileges. In fact, idiotic drunks just get on my last nerve, whether they interfere with you firing on a gal or not. I ended up kicking a roommate to the curb because he was such a bad drunk -- it's just irritating.

Unless you've actually said, "I'll call you" or otherwise indicated that you expected things to progress beyond that evening, that's more than I'd do. Everyone has been on both sides of this situation before, so think about it from her standpoint: would you rather just have it kinda fizzle out, or have someone who barely knows you tell you, "thanks, but no thanks."
If you don't want to flat out ignore her, wait until she asks if you'd like to meet up, and then just be busy at the time she suggests. Over and over again. It's the holiday season, as far as she knows, you're really tied up for the next few weeks, and it's just a case of bad timing and she'll either chalk it up or get the hint -- but either way, she'll move on.

Take a little friendly advice Pep: stop looking so relentless for a girlfriend. Two years ago I was doing that too: dating one woman after another, banging them, comparing them and keeping all options open. You lie to yourself when you pretend to be "just dating", because deep inside you perfectly know what you're really doing. And it won't make you happy in the end.
Just let go of what you're looking for, have fun and let things come along on their own time. They will, trust me. I actually ran into Erzina at the moment when I gave the finger to my girlfriend quest and just wanted to go out and bang everything with a heartbeat...

I met a good friend of 18 years last night for holiday drinks. We're outside having a smoke and she says "You know, I used to be jealous of all the guys that were attracted to you............ until I realized they were all assholes." WTF? Glad you feel better now sister!

Um. I actually want to do just that. Fucking eveything with a heartbeat. I'm most definitely not looking for a relationship right now, just on the hunt for p***y. Thanks for the advice tho, cause you're damn right. Date got cancelled tho, but she offered to do it next week (not much chance this week with those damn holidays and her in a different city...). she's nice, but nothing more than that.
@ toasty: I might give that last one a try, lol. I never asked her phone number, I actually rarely do that unless I really want to meet up again. Else its just either they come home and we hit it off or I don't give a fuck wether we meet again. That was the case now, but she got my number off a friend that had no idea what happened since he wasn't there that night. Bummer. Guess I'll need to give a hint if she persists, for now I'm just keeping quiet. Should be enough of a hint methinks....
