^^^^ If my info are correct , according to a russian friend of mine , he was the cook of Yeltsine and he used his charm to become the biggest responsible of a Russian region that is full of Oil , he is considered as one of the Russian Oligars if I am not mistaken . once again thats what a good Russian friend of mine told me.
