i sometimes wonder this.... if the woman was just going around topless would you stare more or less than if she was just wearing a revealing shirt? i think that it is the split second we (men/possibly women) are mentally undressing the girl is where we get all caught staring.

the way that I try to explain it to ladies is that it is a flashing red light to us (guys) when a girl bends over (to see her ass) and when her tities are hanging out.. we can't help it..

because in the womb all babies are female up to a certain point ( i forget the exact week) and when the male hormones start to kick in then the testes start to form along with a penis, and the breasts do not continue to develop whereas if it were ending up a female the testes would not develop and the breasts would.

Human nipples appear in the third or fourth week of development, well before the sex characteristics. (The sex hormones start at seven weeks.)
