no, not nola. far south can, but this was " a perfect storm " ( for lack of a better analogy ) of shit things that could happen. the storm was only moving 4-6 miles and hour! and after it first made landfall, it went back into the gulf. and while only a cat 1, it's a big storm! so it dumped a lot of rain, up to 12-20 inches in some places, including nola! the levees down south that overtopped weren't part of the army corp of engineers. and they were only 8ft high. not to mention that high tide really did a job. and all the wind pushing the water around! like i said, just a lot of factors!
