when you see these crime shows - and it says they found google searches from 6 months before X happened. How is it that IT types are able to find that information? Is it from index.dat

You can use CCleaner to clean your index.dat. You should reboot after using it so that it is clean though. There are also other ways to get information aside from your index.dat. But you could use a program called Eraser to zero out your free space or you could use DBAN before doing a fresh install to zero the drive completely (provided you wanted to do this). It can take a while though for DBAN to run. But again there are other ways to accomplish the task of finding information.
